What is the Castle Plus Neighbourhood Plan?
The Castle Plus Neighbourhood Plan (CPNP) is a planning document – created by the community, for the community. A strong plan gives local people a powerful say in positively shaping the Castle Plus area of Hertford, for the future. Once adopted, the CPNP will become part of the Local Development Framework used to determine the outcome of new planning applications. The plan will influence development so it is sustainable for Hertford and of benefit to us all.
An imaginative, aspirational neighbourhood plan will:

Progress so far...
Local residents in the Community Steering Group for Castle Plus Neighbourhood have been working in small groups on key themes for the future of the area — Heritage & Culture, Nature & Green Space, Living & Movement, Community & Amenity, and Economy & Businesses. They’ve gathered evidence, explored what makes Castle Plus unique, and begun shaping early ideas on what should be protected, improved, or changed.

The recent Informal Consultation
The Castle Plus Neighbourhood Plan informal consultation took place from Monday 13th October to Sunday 26th October 2025. During this two-week period, residents were invited to view exhibition materials online and at local events, including displays at BEAM, the Mill Bridge Rooms and the Tourist Information Centre. The consultation shared early ideas developed by the Community Steering Group across key themes such as Heritage & Culture, Nature & Green Space, Living & Movement, Community & Amenity and Economy & Businesses. Feedback gathered during this stage will help shape the first draft of the Castle Plus Neighbourhood Plan.
Community Feedback - Thank you!
Thank you to everyone who took part in the Informal Consultation for the Castle Plus Neighbourhood Plan. We’ve received feedback forms from residents, local groups and businesses that will shape the first draft of the plan. Over the coming weeks, the Community Steering Group will review all comments and ideas, working with our planning consultant to develop the emerging policies and proposals.
You can still view the exhibition boards online to see what was shared during the consultation, the feedback form is live until Monday 3rd November at 9am.
The next stage will be to prepare a draft version of the Neighbourhood Plan, which will go out for formal consultation in early 2026.
Where is the Castle Plus area?
Castle Plus covers the southern part of Hertford, taking in the town centre, part of Mead Lane and Hertford East Station. Castle Plus extends out to Hertingfordbury village, Foxholes Farm, Balls Park, Mandeville Road, Horns Mill, Sele Road and County Hospital area. Three other Neighbourhood Plans cover the rest of Hertford and have already been adopted. Castle Plus is the final part of Hertford to prepare a Neighbourhood Plan, following on from Sele, Bengeo and Kingsmead. The process should take between 18 months and 2 years.
